The main problem with Lucio is the fact that the hero is hard to master. A lot of people do not know how to play with him, which affects his win rate. With that said, those who know what to do can be extremely strong.
Lucio is a hero that does not work well in every meta. In fact, the hero is only good in specific situations, such as in a Brawl combo, but he is extremely weak in a Poke start with the likes of Widowmaker and Hanzo. Kiriko is also another support whose win rate is not that impressive right now. However, she is slowly becoming very popular in various setups, so we expect her win rate to keep increasing.
