Even though a lot of people consider him to be weaker than the rest, the data reveals that he has more than a 51% win rate. 

The main problem with Lucio is the fact that the hero is hard to master. A lot of people do not know how to play with him, which affects his win rate. With that said, those who know what to do can be extremely strong.
Lucio is a hero that does not work well in every meta. In fact, the hero is only good in specific situations, such as in a Brawl combo, but he is extremely weak in a Poke start with the likes of Widowmaker and Hanzo. In other words, it really depends on the setup your team focuses on because the hero is just not good in every scenario.

Starting with the elephant in the room, Lifeweaver looks like one of the best support heroes you can have in the current meta. Although his win rate is still bad due to Season 5, S6 changed almost everything about the hero.

Nowadays, Lifeweaver can do more damage, he is much harder to kill, and his ultimate allows him to be a lot more useful.

Kiriko is also another support whose win rate is not that impressive right now. However, she is slowly becoming very popular in various setups, so we expect her win rate to keep increasing.
