The Blue Mage is one of Final Fantasy XIV's most fun and also weirdest Jobs. While you can't participate in High-End content with it, in most overworld and dungeon content it's a different story. One of the reasons the new Relict Weapons are kinda boring is probably because Square Enix wanted to avoid Blue Mages clearing FATE's again within 20 seconds.

Learning spells on Blue Mage is both straightforward but also a bit difficult depending on the situation. To learn a spell from any given mob/boss you'll need to see the spell being cast to completion by the mob/boss, have attacked it at least once and you'll need to be alive when it dies.

Since you can't just join dungeons via Duty Finder, you'll have to make pre-made groups to enter dungeons and instances. If you're joining a group synched to the level of that instance, you'll have a 100% chance of learning the spell if you meet the earlier-mentioned requirements.
